We support the Routes with a myriad of services and supplies they need to maintain and operate the railway. See the diagram for a breakdown of our services. To learn more, please to watch our video.This role sits within Supply Chain Operations (SCO), an area of the business which supplies and delivers the logistics, materials, components, rail and road fleet that enable the maintenance and renewal of the railway.SCO keeps the materials, machinery and components required by its customers moving – making sure they are on-site when needed so work can go ahead as planned and on schedule.About the role (External)Reporting to the Head of Production and Optimisation, you will deliver a pro-active and improvement driven approach ensuring the effective management and control of all production and operational performance of the depot, and will be responsible for leading a multidisciplinary team to ensure safety, reliability, and efficiency across all depot activities, including facilities management, rail vehicle shunting and multiple stakeholder management.The Production Services function specialises in the manufacture and distribution of railway materials and play an integral role in the Network Rail Route Services supply chain. The function is accountable for delivering exceptional customer services safely, compliantly, and sustainably.This role is a great opportunity for someone with a passion and desire to deliver change through continuous improvement in a fast and dynamic environment made up of 46 regional operational locations where a variety of manufacturing, material handling and rolling stock maintenance activities are undertaken.The role may involve some travel to other locations up to 5 days per month.Key accountabilities include:1. Provide operational safety leadership on Health, Safety and Environment (HSE) matters associated with operational and engineering facilities, focusing upon current legislation that encompass the management of facilities and people such as Provision and Use of Work Equipment Regulations (PUWER), Lifting Operations and Equipment Regulations (LOLER) and the Health and Safety Management regulations, promulgating best practice and lessons learnt programmes to develop and deliver an effective positive safety led culture in line with Network Rail Standards.2. Lead multiple facilities within one geographical location, developing the resourcing, planning and delivery of all facility focused engineering works and depot operations to safely deliver customer’s requirements.3. Manage the safe system of work for all operational areas, leading on the planning and logistical protection arrangements for site access for the Protection of all staff, employees, contractors and visitors.4. Develop, implement, and reviewthe operational and engineering facilities strategy, overseeing and defining safe systems of work packages, tasks, and objectives to deliver a programme aligned to the business goal and objectives.5. Define the strategic facilities plan by developing local assurance protocol, competence management systems and processes which are compliant with relevant H&S legislation, company procedures and industry standards.6. Lead multiple Supply Chain operated facilities in the development of continuous improvement programmes and initiatives to improve efficiency and service delivery, providing strategic input into process improvements, to define the development of new and improved modern strategies for business continuity performance service improvements to meet future business demand7. Manage the development and implementation of communication strategies, achieving positive relations with customers, suppliers, and between key internal departments including other site users.8. Drive the implementation of sustainable facilities management and operational best practices throughout the operational sites and the supply chain by capturing lesson learnt and deliver business efficiencies with the production facilities, Rail Vehicle Engineering facilities and key strategic locations within Supply Chain Operations, providing a class leading services and production and engineering operations9. Lead the operational facilities relationship with internal stakeholders and external suppliers, leading positive safety culture and performance.The ideal candidate will have experience of the following:Essential:

  • Experience in facilities management
  • Professional safety qualification relevant to industrial site operation, for example NEBOSH ‘General Certificate’ or equivalent
  • Demonstrable experience in a Railway focus engineering environment
  • Demonstrates proven record of successful team management
  • Good commercial awareness / knowledge
  • Ability to lead and motivate people to comply with the Health and Safety at Work Act and all relevant regulations such as CDM, COSHH
  • Work knowledge of all relevant technical, quality, environmental, sustainability and environmental standards
  • Wide experience of railway or a complementary engineering environment
  • Excellent communication and motivation skills essential
  • Able to drive change and willing to learn
  • Knowledge of computer systems desirable
