(MGMT) Service Manager – Lawnfield HouseJob Title: Service Manager – Lawnfield HouseSalary Scale: CSW Management Scale 2, Points 4-8 (£46,718 – £52,558 per annum) Under ReviewHours of Work: 39½ per week worked flexibly, including evening and weekend workingResponsible to: Regional Care ManagerMAIN FUNCTION OF JOBThe Service Manager is responsible, through management and staff leadership, for promoting and ensuring the highest standards of care, in compliance with statutory requirements, to meet the physical, social, emotional and spiritual needs of the residents within the Christian ethos of the Presbyterian Church in Ireland (PCI).The Service Manager will ensure that Lawnfield House is run efficiently and effectively whilst safeguarding Service Users.BACKGROUND INFORMATIONThe Council for Social Witness (CSW) is part of the work and witness of the Presbyterian Church in Ireland and its aim is to provide care for people in a specifically Christian ethos and environment, placing great emphasis on offering spiritual support and encouragement to residents, as well as physical care.Lawnfield House is a purpose-built 18-bedroom residential care home located in Newcastle, nestled under the scenic Mourne Mountains. Lawnfield House provides 24-hour care for people with disabilities such as physical disabilities, visual/sensory impairments, mild learning disabilities and frail elderly. It offers both permanent and respite placements.The Home operates a No Smoking Policy.About the roleRESPONSIBILITIES AND DUTIESCARE OF RESIDENTSTo be responsible for the daily care and well-being of the residents.To be responsible for the regular assessment and monitoring of residents’ progress in conjunction with appropriate professional staff.To be responsible for the formulation and review of residents’ care plans and for providing feedback to residents and relatives as appropriate.To be responsible for the maintenance of accurate, up-to-date records of residents’ care and their safe and confidential storage.To be responsible for ensuring that in-house programmes and activities are delivered to meet the physical, social, emotional and spiritual needs of the residents.To ensure the safe storage, distribution and supervision of residents’ medication and medical records.To organise regular residents’ meetings.To meet the needs of residents including those receiving palliative care.To ensure a range of activities/events are provided to stimulate residents and that encourages their independence and in particular to develop links with local community and to ensure resident involvement in community life/activities.To interview and assess prospective residents both permanent and for respite care.STAFF/VOLUNTEER MANAGEMENTTo be responsible for staff management practices within the Home and for the supervision of staff when on duty.To participate in the recruitment and selection of staff.To exercise the designated responsibilities of a Service Manager within the Staff Disciplinary, Grievance and other Staff procedures i.e. Staff sickness/absence/complaints procedures.To manage staff hours to meet occupancy levels and dependency needs of residents as required.To be responsible for the induction and training of all staff and volunteers, including the on-going identification of training and development needs, reflective of resident needs.To be responsible for staff supervision and staff appraisal.To hold regular staff meetings to ensure good communication and work practices.To play a key role in the overall work of the Council, by attending appropriate meetings, working groups etc.To ensure that all staff adhere to the Christian ethos of the Home (e.g. in terms of language and conduct).To ensure the service is adequately staffed 24/7 to meet the needs of residents.To participate in a regional on call system.To encourage and support volunteers.To ensure staff comply with their regulatory body standards (NISCC / NMC etc) and are appropriately registered.COMMUNICATIONSTo promote the Home within the wider Church and the local community by e.g. undertaking or arranging speaking engagements, as appropriate, submitting articles/photos for PCI website and publications.To attend and report to the Local Support Committee/Friends of Lawnfield House.To liaise with staff in other departments e.g. Finance and HR, and also maintain positive relationships with external bodies including RQIA, Health and Social Care professionals.To work closely with the Regional Care Manager and other members of the CSW senior team.To be responsible for liaison with residents’ families, their wider networks and others involved in the lives of residents.To hold regular staff, resident and relatives’ meetings to ensure good communication and work practice.To deal with general enquiries about the Home.To engage in multi-disciplinary working and to ensure that appropriate responses to any RQIA reports are prepared as required.To identify maintenance requirements in the Home and liaise with maintenance personnel to ensure work is carried out.To deal with general enquiries about the Home.GOVERNANCE REQUIREMENTSTo ensure personal and staff compliance with PCI/CSW policies and procedures.To manage the service in accordance with The Residential Care Homes Regulations (Northern Ireland) 2005, the DHSSPS Residential Care Homes Minimum Standards (2021), other relevant legislation, standards and guidance.To ensure CSW quality audits are carried out regularly in all aspects of the service.To provide adequate support to staff to enable adherence to the NISCC Standards or other relevant professional standards by all staff.To comply with and uphold the Northern Ireland Social Care Council (NISCC) Standards of Conduct and Practice (or other Code relevant to the postholder’s professional background).To ensure that appropriate responses to any RQIA reports are prepared as required. This is the same as point 8 above.To ensure that actions identified during monthly Regulation 29 visits are implemented.ADMINISTRATION AND FINANCIALTo manage the Home within approved budgets and contribute to the budget setting process.To prepare rotas and sign off time sheets for staff.To prepare regular returns for the CSW Executive Team.To ensure high occupancy levels are maintained.To order supplies as required.To be responsible for collection of fees, petty cash and for keeping related financial records up-to-date and accurate.To ensure all documentation is appropriately completed and meets legislative standards.To follow financial procedures regarding expenditure and also monitor income/expenditure.To be responsible for collection of fees, petty cash and for keeping related financial records up-to-date.To ensure maintenance is carried out in a timely manner.To organise in-house training.To follow financial procedures regarding expenditure and also monitor income/expenditure.ADDITIONAL DUTIESTo ensure daily devotions are undertaken, and to arrange and ensure a rota is followed for weekly services and in particular a Christian Calendar of events i.e. Harvest/Christmas/Easter.To monitor the night time staffing arrangements.To maintain high occupancy levels in the Home.To ensure that the Home’s Christian ethos is fully implemented and upheld.Ensure all residents receive the appropriate pastoral care.To provide an efficient and effective service.To adjust service provision to meet the changing needs of residents.To undertake any other relevant duties which may be required.This job description is not intended to be either definitive or restrictive and can be changed or augmented at any time to meet changing needs.About the companyThe Presbyterian Church in Ireland (PCI) is a Reformed Christian denomination with congregations across Northern Ireland and the Republic of Ireland.   • EITHER 1. One of the professional qualifications below: (a) a professional social work qualification and registered on the appropriate part of the Northern Ireland Social Care Council (NISCC) register, without condition; or (b) a first level registered nurse on the appropriate part of the Nursing and Midwifery Council register; or (c) allied health professions* registered with the Health Professions Council and 2. A minimum of four years work experience in health and social care setting with people whose needs are similar to those of people living in Lawnfield House. At least two years of this experience must be in a relevant operational management capacity in a health and social care setting.
  • OR 3. One of the following qualifications: I. QCF Level 5 Diploma Leadership and Management in Health and Social Care (Adult Residential Management) Northern Ireland and Wales II. Level 5 Diploma Leadership and Management in Health and Social care (Adult Residential Management) Northern Ireland and Wales III. Level 5 Diploma in Leadership and Management in Health and Social Care Northern Ireland (Adult Residential Management) and 4. a minimum of five years practice experience in any health and social care setting with people whose needs are similar to those of people living in Lawnfield House. This must include at least two years relevant experience in an operational management capacity** in a health and social care setting.
  • Outline your experience of working to improve service quality.
  • Explain your previous experience of formal staff supervision and appraisal procedures.
  • Explain your knowledge and understanding of the current legal responsibilities of the post and standards for the service, including the need for management and delivery of person-centred services.
  • Explain your experience of using Microsoft Office packages
  • Explain your experience of managing budgets.
  • Must be willing to work within and uphold the Christian ethos of PCI
  • Must be available for flexible working, including responding to emergency calls at night and week-ends as required.
  •  Must meet the requirements set out in the Residential Care Homes Minimum Standards (v.1.1) for registration with the Regulation and Quality Improvement Authority as a registered manager
  • Satisfactory Enhanced Access NI check.
