This role is responsible for ensuring effective governance and oversight across the 6 program groups for Legacy Franchise (LF) and Citi Holdings (CH), provide thought leadership and solutions to complex interdependencies between programs groups, bringing structure to sometimes ambiguous actions/plans and bring practical interim resolution along with providing transparency to senior Citi stakeholders and is a dedicated role working on the OCC and FRB Consent Orders for Citi globally.
Job Description:
This PMO role is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.
Responsibilities:
Directs the communication of status, issue, and risk disposition to all stakeholders, including Senior Management, on a timely basis.
Responsible for the management of significant projects; manages a department, product, or process with a large amount of independence.
Develops and exercises business plans, policies and procedures and may also be responsible for various projects to improve efficiencies.
Identifies stakeholders and key organizations and build and manage relationships.
Directs the creation of multiple projects of work and manage their alignment to business goals.
Leads the facilitation, coordination, and arbitration of cross functional macro level topics within/across projects and with Senior Management.
Leads the identification and drive resolution of issues, including those outside established projects of work with stakeholders to ensure project scope definition.
Meets business objectives and work with project sponsor to ensure business case/cost benefit analysis is in line with business objectives.
Drives adherence to project processes, procedures, methods, and standards for project delivery and leverage across the project.
Assists project team in negotiating for resources owned by other departments in order ensure the project can be completed.
Directs the identification of risks which impact project delivery and ensure mitigation strategies are developed and executed when necessary.
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Key Responsibilities:
Develop and maintain strong working relationships with LF / CH Transformation Execution Team and Country Business Risk and Control Heads.
Key contact for LF / CH for consent order planning and execution activities, regulatory reporting, LF / CH Transformation Council meeting.
Lead in Technology Plan Management to validate, challenge and optimize Technology build and budgets relating to Consent Order activities.
Staffing adequacy reviews and right seizing as it relates to Consent Order execution.
Alignment of the program governance framework within the region and be responsible for its effectiveness in providing oversight and direction.
Ensure the project management methodologies, stakeholder engagement, executive status reporting, and overall program delivery adheres to strategic direction.
Ability to clearly identify cross-programs dependencies, escalate potential roadblocks and recommend effective actions.
Define, develop, and implement best practices and standardize roles, methodology, and tools that is aligned with Global PMO team.
Lead the timely execution of detailed country plan on CO execution.
Drive adherence in:
Generation and ownership of detailed LF / CH focused reports including transformation council, expense management, taking and managing actions and minutes at project level governance meetings.
Direct the identification of risks which impact project delivery and ensure mitigation strategies are developed and executed when necessary.
Direct the communication of status, issue, and risk disposition to all stakeholders, including Senior Management, on a timely basis.
RAG status reporting.
Monitor and provide oversight on execution including supporting wrapper closure in region and countries across all program groups.
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
The candidate should meet the following requirements:
University graduate with at least 12 years broad experience in program management roles including in managing large complex cross-company transformation programs.
Highly organized, able to multitask and demonstrates consistent track record of having worked as a Program or Project Manager, PMO or Department Head working on large, strategic cross-functional projects.
Excellent quantitative, analytical, and problem-solving skills with attention to details
Strong communication (written, verbal and interpersonal) and leadership skills with a proven track record in driving positive and sustained change.
Strong stakeholder management skills (e.g., written and verbal communication, influencing and negotiation).
Ability to set priorities and manage multiple projects simultaneously in a fast paced, highly matrix, dynamic environment.
General understanding of relevant banking regulation and supervisory expectations for large complex financial institutions.
Ability to work well as a team member and contribute to the team’s and the organization’s objectives.
Skilled with office documentation software/applications (MS Word, Excel and Power Point).
Previous program/project management, consulting or technology experience preferred.
While not required, AML experience is preferred
Implementation and Execution of Risk & Controls and compliance activities related to the Consent Order
Project Management Office Support for the Consent Order role
Extensive Knowledge of Operations and Technology including but not limited to senior management, data governance, EUCs etc.
