For more information, visit .Europe and Central Asia RegionThe Europe and Central Asia (ECA) region comprises 30 extremely diverse countries, with a population of nearly 500 million people. Three of our client countries are IDA only and another two are IDA blend countries. The remaining 25 are IBRD eligible. Although ten of our clients have joined the European Union and seven of these have graduated from IBRD, most continue to remain active recipients of knowledge and/or financing. ECA has a strong lending pipeline as well as a large and growing portfolio of Reimbursable Advisory Services. Knowledge is critical to the World Bank’s value proposition to client countries in the ECA region in both lending and advisory services.A predominantly middle- and high-income region, ECA continues to be at the forefront in confronting the numerous development challenges that countries face in the evolving global economy. The region is at the vanguard of building regional connectivity while having to manage the changing structure of the labor market. At the same time, digital technologies are changing the nature of work, populations are aging, and large migration flows have generated social tensions that have contributed to increased political polarization. More recently, the invasion of Ukraine and its aftermath threaten to reverse the region’s achievements in regional integration, poverty reduction and shared prosperity.Transport Global PracticeBetter transport has the potential to improve the lives and livelihoods of billions of people by facilitating access to jobs, markets, and essential services such as healthcare or education. The World Bank provides financial and technical assistance to help countries implement sustainable mobility solutions that create real, lasting development benefits. For more information:The ECA Transport Unit (IECT1)The ECA Transport Unit (IECT1) has an active portfolio of 21 lending operations with total commitments of about USD5 billion, 10 ongoing ASA and reimbursable advisory services (RAS) and approximately 2-4 new lending deliveries per FY. The current portfolio is diversified which reflects different client needs, with the following development objectives: (i) improving regional connectivity to enhance trade opportunities through regional integration and efficient freight logistics, enhancing national connectivity and urban mobility to support more inclusive urban development; (ii) strengthening the capacity of clients to plan and implement transport interventions across transport modes through policy and institutional reforms, improving the knowledge-base and feedback loops, strengthening planning processes, managing environmental and social safeguards and mainstreaming social accountability; (iii) leveraging resources through strong partnerships (donor coordination and PPPs), including increasing commercial and domestic financing for connectivity, mobility and logistics projects in the countries, and (iv) ensuring sustainability by improving governance and efficiency in the sector, bringing transformative technologies on transport planning and service delivery, and increasing resilience of transport infrastructure and supporting a low carbon path.Making transport cleaner and sustainable is one of the key drivers of transport policy in the World Bank and its European Union and Western Balkans Region partners. Following the adoption of the European Green Deal and the need for more targeted investments into the Green Agenda in the Western Balkans, the European Commission and the World Bank have established an €80 million partnership to support small and medium sized infrastructure investments in transport. Through the ‘Safe and Sustainable Transport Program’ (SSTP), managed by the World Bank, funds are operationalized as grants matching World Bank investment financing in the six Western Balkans countries of Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, and Serbia.The IECT1 unit is looking to recruit an Extended Term Consultant (Transport Analyst) to support analytics, operations, and policy dialog in transport in ECA and the SSTP.Role & Responsibilities:The Extended Term Consultant (ETC) will be part of a team responsible for: (i) supervising the existing transport lending program in the region, which includes investment projects in the roads, rail, urban transport, and logistics sectors; (ii) carrying out technical dialogue in the transport sector with client governments and other stakeholders; (iii) identifying new opportunities (advisory and lending) and preparing new projects; (iv) supporting policy/institutional reforms and mainstreaming key initiatives with a focus on governance and institutions, funding and financing, climate change adaptation and mitigation, and private sector participation; (v) developing analytical and advisory work and knowledge activities in close collaboration with other Global Practices, leveraging on best practices, international experiences and innovative tools and data analytics; and (vi) in all above activities, collaborating with IFC and MIGA to mobilize private sector and expertise.The selected ETC will report to the Practice Manager.The ETC’s duties will include but are not limited to the following:

  • Provide research, analytical, and implementation support for the preparation and execution of transport advisory and lending projects.
  • Provide technical inputs to support the development of high-quality knowledge products and sector strategies.
  • Participate in cross-sectoral teams responsible for preparation of policy notes, Systematic Country Diagnostics, Country Partnership Strategies, Country Climate and Development Reports (CCDRs), public expenditures reviews, sectoral studies, and research and policy development activities on the topics/sections pertaining to the transport sector.
  • Support the preparation and development of communications and training materials, seminars, workshops, and conferences at the national and regional levels.
  • Contribute to the development of business in new areas of transportation, leveraging previous work or academic experience.
  • As required, engage with internal and external stakeholders and form partnerships that can help in the implementation of WBG programs.
  • Support the implementation of trust funded activities and seeking other funding to support carry out non-lending activities.
  • Support the ECA Transport Unit in the development of annual work plans, progress reporting, project/program updates, management, and donor reporting, liaising with key internal and external partner organizations; and
  • Provide analytical and administrative support to other projects in the ECA region as needed.
  • Carry out other tasks as requested by the Practice Manager, that may include preparation of briefings, organization of workshops and seminars, development of portfolio summaries, preparation and delivery of knowledge exchange events, and coordination of the publication of unit reports.

Selection CriteriaECA Transport is looking for an innovative, high-performing, and energetic professional who meets the following criteria:

  • Minimum Educational qualification: master’s degree in economics, finance, international relations, business administration, engineering, or other related fields.
  • Relevant experience in transport ideally with a focus on analytics and modeling.
  • Strong organizational, research, and presentation skills.
  • Proven ability to work in a team and intercultural environment.
  • Excellent computer skills in all Microsoft Office software programs, including Excel, PowerPoint, Word, Teams, and SharePoint.
  • Excellent oral and written communication skills in English.
  • Knowledge of other ECA languages and region is considered a plus.
  • Enthusiasm for, and commitment to development work.
  • Flexibility to travel frequently and on short notice.
  • Commitment to development and to the World Bank’s mission and values.
  • Strong skills in economic and financial analysis of investment projects is considered a plus;
  • Experience working with/for International Financial Institutions (IFIs) and understanding of the World Bank is considered a plus.
