Specific tasks to be performed by the consultant: The anti-corruption project teams in POPNG and UNODC Pacific Suva will supervise the specific tasks of the consultant. The EU-AC Anti-Corruption project team under Ms. Marie Fatiaki will supervise the implementation of all activities and outputs related to deliverables A and B; and the Officer in Charge and Regional Adviser for the Pacific Anti-Corruption Programme will supervise all activities and outputs related to deliverable C. The specific tasks include to: A. Determine the feasibility of embedding the course in PNG • Develop a methodology for undertaking the feasibility study which should include the purpose and scope of the study, findings of desk research, data sources and timeframe. • Conduct interviews with academic institutions and training providers in PNG including in Goroka, Lae and Madang, Griffith University course coordinators, potential development partners and donors, private sector partners, national qualifications agency and other government agencies to assess demand, identify similar courses that may be available, resources required etc. • Draft a report of the feasibility study. • Organise a stakeholder workshop to discuss the findings and document feedback. B. Develop a sustainability strategy for implementing the course in PNG • Develop a sustainability strategy for embedding the course in PNG, based on recommendations from stakeholders. • The strategy should explore various recommended modalities, with technical, operational and financial considerations included, link to the NQF or relevant pathways for certification. • Organise a stakeholder workshop to present the sustainability strategy with suggested options for PNG. • Present the final strategy in report form. C. Assess the scalability of the course to the Pacific region • Assess the potential for extending the course to other countries. • Develop criteria for country selection, participant profiles, and funding strategies. • Explore collaboration/partnership options with Pacific universities (USP, FNU, etc.) • Present several extension options.Work LocationHome basedExpected duration24.4.2025-31.8.2025Duties and ResponsibilitiesBackground of the assignment: In 2023, the United Nations Office on Drugs and Crime (UNODC) engaged Griffith University to lead the design of an integrity professional development program to help address existing skills shortages for integrity agencies in PNG and the Solomon Islands and deliver the Integrity Professionals Foundation course in 2024. The Integrity Professionals Foundation Course was aimed at addressing existing gaps identified as a major challenge for integrity agencies in the Pacific, and developing, a broad community of integrity professionals including those working or seeking to work in: • Core integrity agencies (Ombudsman, Anti-corruption agencies, Auditor-General’s Office, Information Commissioners) • Other regulatory and enforcement agency areas with public integrity or anti-corruption roles (e.g. Police, Prosecutions, Public Service Commissions / disciplinary tribunals etc) • Policy roles relating to the integrity system • Internal investigation, ethics, audit, compliance, prevention and professional standards roles within other agencies (potential recruits or partners) • Private sector professionals working in related fields (potential recruits or partners) • Civil society workers in related fields (potential recruits or partners). Implementation of the first pilot phase of the course began in early 2024, with participating professionals from PNG and the Solomon Islands expected to successfully complete the course assessments and graduate in 2024. Purpose of the assignment: Papua New Guinea (PNG) government agencies and CSOs engaged in the pilot phase of the Integrity Professionals Foundation Course, have requested the EU-AC PNG project team to integrate the Integrity Professionals Foundation Course in PNG. The purpose of this assignment is to determine the feasibility of embedding the course in PNG and develop a sustainability strategy for implementing the course in PNG. Additionally, the consultant will explore the development and implementation of a phase 2 professional development program for integrity practitioners to support the Pacific region, for the UNODC Pacific anti-corruption team.Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in business management, education, social sciences, project management or other related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least 10 years of experience in the areas of anti-corruption, development or related areas is required. • Experience in research and working with national qualifications frameworks is required. • Experience in the area of anti-corruption in the Pacific is required. • Experience in relation to projects on anti-corruption, labour productivity, or private sector development is desirable. • Knowledge and experience of the UN System and in particular of UNODC is desirable. • Good organizational skills are desirable. • Good communication skills are desirable.Languages
- English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another United Nations official language is an advantage
