Attend relevant meetings and deliver technical presentations on cybercrime tailored to beneficiaries, including the development of preparatory materials and exercises.Work LocationHome-based, no travel.Expected duration01 September 2025 to 25 September 2025.Duties and ResponsibilitiesThe United Nations Office on Drugs and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports States strengthening criminal justice and health systems and to ratify and successfully implement international conventions and protocols, in compliance with the rule of law and human rights. The UNODC Global Programme on Cybercrime was established in 2013 to assist Member States in their struggle against cyber-related crimes through capacity building and technical assistance according to General Assembly resolution 65/230 (2011) and the resolutions 22/7 and 22/8 of the Commission on Crime Prevention and Criminal Justice. The Programme not only builds upon previous results and analysis of the Organization, but addresses the interrelated aspects to cybercrime: prevention, detection, investigation, prosecution and sentencing/adjudication. Counting with solid expertise in each area of cyber-enabled and cyber-dependant crimes is necessary to ensure high-quality support and development of tailored products for Member States, private sector and civil society. The Global Programme is looking for additional support in developing additional expert training materials of cybercrime for the purpose of enhancing the capabilities of UNODC beneficiaries, particularly those related to projects implemented in Latin America. In this sense, UNODC is seeking a consultant to draft course materials for a technical course in OSINT and investigations of cybercrime aimed at investigators, digital forensic analysts and prosecutors. Under the supervision of the Cybercrime Policy Adviser, the consultant will perform the following tasks: Develop a set of training materials for a four-day course (20 hours), directed to investigators, digital forensic analysts and prosecutors on: (i) open-source intelligence techniques in criminal investigations in cyberspace (OSINT); (ii) undercover operations, (iii) preservation of digital evidence; and (iv) analysis techniques, including: search engines, tools and reverse-image analysis.Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree or equivalent academic education, professional training with a certification from a recognized training institution in law enforcement and/or other related areas, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of progressively responsible experience in the area of cybercrime, especially in modalities of illicit online markets, cryptocurrencies and blockchain is required. A minimum of two (2) years of relevant progressively experience teaching or coaching on ICT and its relation to crime and digital evidence is required. Work experience in cybercrime investigation is required. Previous work experience in delivering technical advice, training or drafting substantive materials on digital evidence or cybercrime is desirable. Previous work experience with an international organization is desirable. Work experience in the Latin American and Caribbean region is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish is required.
