The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.Organizational SettingThis position is located in the Budget and Finance Section, Division of Administration (ADM).Reporting LinesUnder the supervision of the Head of Financial Reporting and Payments Services, to:Duties and ResponsibilitiesAssist the Head of Financial Reporting and Payments Services to ensure that all accounts payable transactions (which includes invoices, travel, payroll and staff entitlements) are carried out within the required deadline and in accordance with the Financial Regulations and Rules, Administrative Directives and established procedures;Liaise with the substantive units to coordinate on issues related to travel, payroll, goods receipts and vendor payments to ensure that transactions are reflected correctly in the ERP system;Act as approving officer for payments to be processed by Treasury and ensure the proper recording and follow-up of financial obligations;Assist the Head of Financial Reporting and Payments Services to ensure that the internal controls related to payments are being implemented as set out in the procedures related thereto;Analyze and reconcile payable and receivable accounts with a view to corrective actions, prepare and review periodic and ad-hoc finance reports, in particular the reports related to open items management;Participate and contribute to the year-end closure process, preparation of the year-end financial statements for assigned areas and cooperation with external auditors;Contribute to the review of policies, procedures, and administrative directives;Assist in the preparation for and participation in financial and related outreach and training activities for the PTS;Perform other duties as assigned.Education

  • University degree in finance, accounting, business administration or a related field.

Work Experience and Qualifications

  • At least two (2) years of relevant working experience in the field of accounting, finance and/or business administration is required, preferably of which at least one year of experience working with financial policies and practices in an international organization with proven understanding and application of IPSAS or IFRS;
  • Professional accounting certification and membership in an internationally recognized accounting body or at least enrollment and ongoing attendance of an accounting certification program of an internationally recognized accounting body;

Demonstrated knowledge and experience in the use of a modern Enterprise Resources Planning (ERP) system’s finance and accounting modules (preferable SAP) is required;Thoroughness, excellent analytical and financial reporting skills are essential;Ability to build strong relationships with clients, focus on impact and respond positively to constructive feedback;Commitment to continuous professional learning and the adoption of technological advancements.Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian, Spanish) is desirable.
