(e) Support for the organization and at roundtable discussions for the validation and finalization of the National Plan provided.Work LocationHome-based with travel within Brazil, travel to Brasilia in July and August (dates TBC).Expected duration30.04-31.10 2025Duties and ResponsibilitiesThe StAR Initiative (StAR) is a partnership between the World Bank Group and the United Nations Office on Drugs and Crime (UNODC) that supports international efforts to end safe havens for corruptly acquired assets. In September 2024, the Minsitry of Justice and Public Security of Brazil requested the support of the StAR Initiative for i) the development of the Brazilian National Plan for Asset Recovery; ii) a study on international good practices in asset recovery around the world; iii) a diagnosis of Brazil in the context of the asset recovery scenario; iv) a guidebook to introduce asset recovery concepts, issues and practices to the public; and, v) if possible, to organize international workshops for in-depth discussinons about asset recovery. After the exchange of letters formalizing the support of StAR to the country for these activities, a scoping meeting was held in Brasilia, Brazil on 4 December 2024 to discuss an action plan for the assistance requested by the country. Accordingly, StAR needs to recruit a consultant to support the development of activity i) above, i.e., the development of Brazil’s National Plan for Asset Recovery. i. Prepare questionnaires for consultations with public officials, civil society actors and other stakeholdes, as deemed necessary, and support interviews with such stakeholders; ii. Conduct research, collect, collate and analyse information from public consultations with relevant stakeholders in Brazil and other sources; iii. Develop a draft proposal for the National Plan, to be discussed by national authorities; iv. Support the organization of roundtable discussions for the validation and finalization of the National Plan; v. Incorporate inputs received during the roundtable discussions; vi. Develop a final proposal for the National Plan, to be validated by national authorities.Qualifications/special skills(a) An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. (b) At least two (2) years of professional or academic experience in criminal law, rule of law, financial investigations, anti-corruption, international cooperation or asset recovery is required. (c) At least two (2) years of professional or academic experience in research, data collection/ analysis is required (d) Excellent verbal and written communication skills in Portuguese are required. (e) Capacity to work independently and with minimal supervision is required. (f) Experience in legal research, in particular in areas related to international cooperation, law enforcement and asset recovery is desirable. (g) Experience in facilitating/supporting workshops (in person or virtual) is desirable. (h) Experience in providing technical assistance in an international setting is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English and in Portuguese is required.
